Bangalore/Mangalore:  Union law minister M Veerappa Moily said here on Saturday that it would not be possible to meet the deadline given by anti-corruption crusader Anna Hazare to present the Jan Lokpal Bill in the Lok Sabha by August 15, 2011. "There are procedures to be followed, especially in matters such as the landmark legislation like the Jan Lokpal," he said.

"The fifth meeting of the drafting committee will be held on Monday and it will give final touches to the draft Bill. The Bill will be sent to the Union cabinet before being presented on the floor of the House. These procedures cannot be completed before the deadline. But I can assure that the draft will be ready by 30 June," he added.

Commenting on the BJP's charge that the Centre had adopted a go-slow approach when it came to executing Afzal Guru (who has been convicted for masterminding the attacks on Parliament), Moily said: "In a democratic set-up, there are rules to be followed even if it is for executing persons who have committed crimes against the nation."

The president is considering the matter and the decision to carry out the sentence is "entirely the prerogative of that high office," he said.

Training his guns on the BJP, Moily said the party had suffered setbacks in the recent elections in five state assemblies due to its anti-democratic policies.
