Delhi Budget 2013: Shiela government aims at keeping votebank 'healthy'

New Delhi: The Delhi Government on Wednesday proposed a 33% hike in the budget allocation for health for 2013-14. From hospitals to dispensaries, to gym, Chief Minister Shiela Dikshit has taken care of Delhi's health in a big way.

“Having created a robust health infrastructure with a chain of 38 hospitals and 509 dispensaries, Delhi now has got a total of 43,500 hospital beds in 886 health institutions,” said chief minister Sheila Dikshit.  A grant of Rs.1 lakh has been proposed for the RWAs to maintain a gym within colonies at no profit no loss basis.

The government has also announced that anti-tobacco clinics would be constructed to help people quit smoking. The income criteria of beneficiaries under the Delhi Arogya Kosh have also been increased to accommodate more middle class people in the scheme.

Presenting the Rs 37,450-crore budget in the state assembly, Chief Minister Sheila Dikshit amid occasional protests by opposition BJP MLAs, said "I am proposing a tax free-budget".

The government had announced that no VAT will be levied on desi ghee and LED lights.

Among the sectors, transport has got the highest allocation of Rs 3,876 crore followed by Health Rs 2,490 crore, Education Rs 1981 crore, Urban Development Rs 1840 crore and Water Rs 1,665 crore.

With Delhi Assembly polls inching closer, the increase in public amenities expenditure is Shiela Dikshit's answer to key opponents including Arvind Kejriwal who had launched a Bijli-Pani Satyagraha last year. It would be interesting to see whether the electorate buys CM's populist budget or rejects it in the polls.
