According to the Hindu mythology, a person’s lifetime is divided into four parts -- Dharma, Artha, Karma and Moksha. They have to be religiously adopted and followed. The legends say that a person’s sins in one life control his next life. The Garuda Purana has described the ideal punishments given in hell. But the wrath faced in hell is always small in size compared to the sins committed in real life hence the left out part of the punishment is faced by humans in the next life wherein they take birth in the form of animals.
