Raipur: In an effort to prepare IAS, IPS and IFS officers of future, Govt. spent crores of rupees, but it has all gone waste. Scheduled Cast and Scheduled Tribe students were given an extensive training by the govt. where it spent a total of 3 crore rupees, but none of them could get success in All India Examination.
Career planning policies for the youth by Tribal Welfare Department could not reach a successful level. Training centres have been closed down since December. Govt. had already been running a training campaign to provide IAS coaching to SC and ST students but when this campaign could not produce fruitful results, they launched the youth carrer planning scheme in the year 2006-07.
Coaching centres were established in Raipur, Bilaspur and Jagdalpur, 100 centres each in Raipur and Bilaspur and 75 centres were established in Jagdalpur. Additional directors and workers were appointed in these centres. SC and ST students were being given free coaching in these coaching centres. A Delhi based institute was responsible for providing coaching in these centres.
According to officers, till now just 8 students have qualified for the PSC examination, and 4 students in other such exams. Moreover, success rate of this scheme has been limited to just 13 students by the year 2008; infact govt. is spending crores of rupees in training of these students.
Officers were unable to find an answer as to why the scheme could not be successful. They were not clearly able to tell whether there were problems with the students or the trainers in the coaching centre; moreover the trainers also did not inform the govt. of the incapability of students. However, the criteria of selecting students for training was well planned, students scoring more than 50 percent marks were selected to appear in a written test, the ones who passed the test were further given the coaching.
