Top News Top News Section English 35 <![CDATA[Lowest sex ratio reported in Gurgaon]]> Chandigarh: Gurgaon-the most progressive city of Haryana has figured among districts having lowest sex ratio even as overall sex ratio of Haryana has increased to 879. 
 

According to data rolled out by Haryana Census department for census 2011, lowest sex ratio was reported in Gurgaon at 854, Sonipat at 856 and Jhajjar at 862. 

 

Sex ratio dipped in Mahendragarh by 23 points from 918 as per 2001 census to 895 and in Rewari by one point to 898. 

 

The higest sex ratio was observed in Mewat at 907, followed by Fatehabad at 902, as per data. 

 

Overall sex ratio of Haryana jumped from 861 in 2001 to 879 as per the census 2011. 

 

Sex ratio in rural areas also increased to 882 from 866 and in urban areas from 847 to 873. 

 

The growth of Haryana's population during census 2011 was more than that of Punjab, Himachal Pradesh, Chandigarh and Uttarakhand. 

 

Haryana's population grew by 19.9% to 2.53 crore during census 2011 as against population during census 2001. 

 

The decadal growth of neighbouring states including Punjab was at 13.9%, Himachal Pradesh at 12.9%, UT Chandigarh at 17.2%, Uttarakhand at 18.8%, Rajasthan at 21.3 and Uttar Pradesh at 20.2%. 

 

Growth of population in rural areas was 9.8% while in urban areas was 44.6%, as per the data. 

 

Density of population of Haryana state has increased from 478 during 2001 to 573 in 2011. 

 

The literacy rate of the state has improved from 67.9% in 2001 to 75.6% in 2011. 

 

In rural areas, literacy rate increased from 63.2% to 71.4% and in urban areas from 79.2% to 83.1%, according to data. 

 

Maximum literacy has been recorded in Gurgaon district at 84.7%, Panchkula at 81.9 and Ambala at 81.7. 

 

Minimum literacy percentage was recorded in Mewat at 54.1, Fatehabad at 67.9 and Sirsa at 68.8.

 

Female literacy registered an overall increase of 10.2% from 55.7 to 65.9 in 2011. 

 

The percentage share of scheduled caste in Haryana has increased to 20.2% as compared to 19.3% in Census 2001.

According to sources, some youths called a pimp to arrange a call girl for a night. After finalizing the deal, the pimp sent the girl to Sirsa. Reportedly, the call girl was given Rs 6000 to have sex with six people after she came from Delhi. Though, she was told to have sex with six people, the people called in more of their friends.


 


The victim said in her complaint that dozens of people forced her to have sex 26 times in a night. According to the complaint, she was offered Rs 3 lakh to keep mum about the incident. The victim refused to take the money and instead lodged a complaint, calling for justice.


 


Police are investigating the matter and the search is on for all the accused.

The local court took cognizance and ordered that the case should be registered against the five officials. According to sources, rape case has been registered against ne deputy jail superintendent Mohd Shahid.


 


The court directed the police to register an FIR under different sections of IPC. Police sources said that they were directed by the local court on Tuesday to register FIR against jail superintendent Anil Kumar, two deputy superintendents including Mohd Shahid and Rai Sahab and two female wardens of the jail.


 


Police officials said that a case of threatening and beating has been registered against superintendent, one deputy superintendent and two wardens.


 


The two women, who made the allegations, are facing 20 years of imprisonment in a murder case.

According to media reports, Rohtak's Deputy Commissioner Vikas Gupta exercising special powers under Section 144 of IPC ordered that the ashram be vacated immediately.



Reports state, over 1000 supporters of Godman Sant Rampal have gathered at the asharam after a group of Arya Samaj followers took out a protest march against him

 

Earlier, the police had imposed section 144 in Karontha village after fresh violence erupted on Tuesday.

 

The villagers took to streets demanding compensation for the family of 4 dead in the ashram violence. 

 

Meanwhile, Chief Minister Bhupinder Singh Hooda ordered a magisterial probe into the violence that left four dead and about 100 others injured in a clash between two groups over an ashram.

 

Around 500 CRPF personnel have been rushed to maintain law and order near Satlok Ashram in Karontha village which witnessed violence Sunday.

 

Describing the violence as "unfortunate", Haryana chief minister Bhupinder Singh Hooda urged villagers to maintain law and order.

 

He has also ordered a magisterial probe by an additional district magistrate into the matter.

 

"Situation is tense but under control at Karontha village. Five companies of CRPF have been deputed near Satlok Ashram to maintain law and order. Efforts are being made to sort out the issue. The DGP himself is keeping a close tab on the situation," Rohtak IGP Anil Rao said.

 

He said the death toll in the violence has climbed to three with another person succumbing to injuries Sunday evening.

 

The row over possession of Satlok Ashram, headed by Rampal at Karontha village, 10 km from here, Sunday took a violent turn when policemen tried to stop protesting members from Arya Pratinidhi Sabha (APS) from marching towards the ashram.

 

The agitators torched four government vehicles, including three buses of Haryana Roadways and an ambulance, and some motor-bikes near the ashram on the Rohtak-Jhajjar road. The mob also smashed window panes of several other vehicles.

 

Tension had been brewing in the area over the ashram as Arya Samajis claim that the ownership of the dera is illegal and its presence is affecting peace in the region.

 

The ashram followers had filed a petition before court which in its judgement had ordered to maintain a status quo and asked the authorities to provide safety and security to the dera followers.

 

The Arya Samajis and villagers in a meeting held recently had announced that they would oppose the functioning of the dera at the present spot and had threatened that they would "fight a decisive battle" against the ashram.

 

Director general of police (DGP) Haryana, SN Vashisht, is at the spot to take stock of the situation. Senior district and police officials also met village elders Sunday morning and urged them to maintain calm.

 

The traffic on the Rohtak-Jhajjar Highway remained disrupted.

It is to be noted three people died and several were injured in clashes in Karontha village near Haryana on Monday. Angry villagers, most of them from Arya Samaj sect clashed with CRPF demanded the removal of Dera chief Rampal from Satlok ashram.

 

Hundreds of followers of the self-styled godman on Tuesday left the Satlok Ashram following an order by authorities to vacate the disputed ashram in Karontha, which remained tense after Sunday's deadly clash between police and protesters.

 

Baba Ramdev reaches Karontha village to pacify protesters

 

Meanwhile, Baba Ramdev reached Rohtak this evening. He met Acharya Baldev, a leader of Arya Samajis, who clashed with the police on Monday. Ramdev enquired about Acharya Baldev's health. The police detained Acharya Baldev yesterday as he had been leading the group of Arya Samajis, who clashed with the police.

 

Several Haryana Roadways buses had been dispatched to the Ashram earlier today to enable Rampal's followers to leave the premises, they said.

 

Arya Samaj activists had moved the body of 40-year-old Promila, who died in the clash, to a spot near the village from Rohtak-Jhajjar road, where they had earlier placed it to demand the release of their leaders.  Gupta said an appeal had been made to the people to vacate the area surrounding the Satlok Ashram, and return home.

 

The decision to get the ashram vacated was taken to maintain peace and harmony in the area, he said.

 

Villagers and Arya Samaj activists have been staging protest to mount pressure on the government to order closure of the ashram headed by Rampal which they claim is illegal, martyr status to the three deceased and adequate financial help to their kin.

 

Adequate police force besides 500 CRPF personnel has been deployed in the trouble-torn area to maintain calm.

 

The row over possession of Satlok Ashram, headed by Rampal, had taken a violent turn on Sunday when police tried to stop Arya Pratinidhi Sabha activists from marching towards the ashram.

 

Three persons were killed and over 100, including 50 policemen, injured in the clash. Tension has been brewing in the area for quite some time as Arya Samajis claim the ownership of the ashram by Rampal is illegal.

 

Earlier in the day, Chief Minister Bhupinder Singh Hooda appealed to the followers of the Arya Pratinidhi Sabha, a body representing the Arya Samaj and Satlok Ashram ‘to keep their emotions under control, go back to their homes and help in maintaining peace and communal harmony.

 

While making an appeal for peace, Hooda said legal action would be taken against those found guilty of indulging in acts of violence, and held out the assurance that no one would be allowed to harass innocent people.

CRPF official later resorted to firing teargas shells and cane charging after the situation slipped out of control. The protestors also set a liquor vend on fire.

 

The clashes resulted in the death of three people including a woman and injured several others, said reports. Meanwhile, security at Chief Minister Bhupinder Singh Hooda’s residence was also beefed up in wake of the violent protests.

 

Satlok Ashram, located on the outskirts of Karontha village on National Highway 71 (Rohtak-Jhajjar highway) headed by controversial dera head Rampal. The self-proclaimed godman and ashram's chief and his devotees have been criticising the Arya Samaj and its ideologies through their various publications.

 

Arya Samaj followers and villagers, in turn, have sharply reacted to this criticism. In 2006, a similar clash between the ashram and Arya Samaj followers led to the death of a youth. Rampal was then arrested on murder charges. He was released on bail in 2008.

 

Tension had been brewing between the Arya Samaj supporters and the controversial godman and his followers since 2006. The ashram was shut down in 2006 following violence.

 

Later in the day CM Hooda ordered a magisterial probe into the incident and appealed for peace.

Kanda gave position of a director to 20 odd women in his 39 companies. It is believed that Gopal Kanda started the AKG Infrabuild Company just for Aruna Chadha and Geetika Sharma. There are many speculations about the reasons behind it.


 


Did Kanda give such influential positions to these women as he wanted to be with more and more women? Was he skeptical about the loyalty of directors of his company? Did Gopal Kanda believe in friends as compared to his relatives? Did Kanda start these companies to fraud the government? Police are trying to find answers to many such questions.


 


The women whom Kanda gave important responsibilities in his companies include – Saroj Alankar, Sudha Pawar, Prerna, Kanchan Bhalla, Sarita Devi, Sushila Goyal, Garima Chawla, Saraswati Goyal, Sarita Agrawal, Aruna Chadha and Khushboo Chadha.

Situation was tense around the Ashram till the filing of the news. Police have blocked the Rohtak-Jhajjar road from both sides to prevent any untoward incident.

 

A case has been registered and a special investigation team has been constituted to probe the case in which no arrests have been made so far.

But when you hear one of his ministers, you are bound to seriously doubt the claims made by the chief minister.


Haryana minister Shiv Charan Sharma was at the centre of a controversy after calling suicide victim Geetika Sharma a "servant" of his former ministerial colleague Gopal Kanda who is the prime accused in the case.


Sharma, the minister for labour and employment who also said that the case in which Kanda has been booked is not "such a big" one, came under fire on Tuesday from BJP and women's bodies who described the remark as insensitive, insulting and shameful. Geetika's brother Ankit demanded an apology from the minister.


"This isn't such a big case. He (Kanda) appointed her (Geetika) as a servant by mistake," Sharma, a Congress leader, said referring to the Geetika suicide case while participating in jailed Kanda's birthday celebrations organised by his supporters here on December 29. Geetika was an employee of the now defunct MDLR airline owned by Kanda.


23-year-old Geetika was found dead on August 5 at her Ashok Vihar residence in northwest Delhi. In one of her suicide notes, the woman said she was ending her life due to "harassment" by Kanda and his aide Aruna Chaddha,a co-accused.


"His birthday is being celebrated in jail and in Delhi also. Gopal Kanda is always amongst us. He doesn't get afraid of anything. He doesn't fear anyone," Sharma said.


Sharma later sought to downplay the controversy saying the Kanda case is in the court.


"I respect the court and court will decide whether he is a convict or not. If he has committed a crime, court will charge him otherwise he will be released. CBI is investigating the case. Within few days we will get the result of the investigation," he added.


BJP's Mukhtar Abbas Naqvi slammed Sharma calling his remark unfortunate and warned that people's anger will rise because of such "insensitive" comments.


Congress spokesperson Rashid Alvi said the party will talk to Sharma since he was not aware of the remark but stressed that political leaders should make comments very carefully.


"He is insulting the girl(Geetika) by calling her Kanda's servant. Question should be asked from him why the girl committed suicide," said National Commission for Women(NCW) chief Mamata Sharma.


BJP's Smriti Irani said the remark was extremely condemnable, especially when the atmosphere was surcharged after the death of the 23-year old Delhi gang-rape victim.


Sharma had also said Kanda is a brave and honest person who has been falsely implicated by those who are jealous of his "phenomenal" growth in life.

The jawan, identified as Sunil Kumar of Mohammadpur village of the district, yesterday forcibly entered the house of Ravinder Yadav in the village and sexually harassed his wife while he had gone outside for some work, they said. 

 

However, hearing her cries for help, the woman's in-laws came to her rescue immediately following which the Army jawan fled from the spot. 

 

The accused also threatened them of dire consequences if they revealed the incident to anyone, police said. 

 

A case has been registered against the absconding accused while further probe is on.

Disclosing this here, an official spokesman said that the government has decided to implement four new schemes for the section from January 1 this year and to increase the amount of financial help being provided through other schemes. 

 

These schemes included providing the facility of LTC to labourers, sewing machines to women labourers and financial help to children of industrial labourers, who have won several sports and cultural competitions. 

 

He said that the state government has also decided to increase the amount of financial help being provided through various schemes of Labour Welfare Board. 

 

These included increase in financial help being given to widow or dependant of labourer from Rs 50,000 to Rs one lakh. 

 

The amount of scholarships being given to children will be enhanced from a minimum of Rs 2,000 to Rs 4,000 and maximum of Rs 12,000 to Rs 15,000, the spokesman said. 

 

The financial assistance being given in case of physical disability caused due to some accident would be increased from Rs 10,000 to Rs 20,000 and a maximum to Rs 30,000, he added.

The incident came to a light after the girl, who is an engineering student at a private college in Kurukshetra, approached the police accusing her classmate of raping her after he attacked her while she was on her way to tuitions.

 

The accused was arrested by the police on the basis of the girl's complaint.

 

Police revealed that the girl, a Bachelor of Technology student, was attacked by the accused on her way to tuitions and later taken to an isolated spot where he raped her repeatedly before dumping her nearby. The girl, who managed to get back home, narrated the incident to her family.

 

The medical examination of the girl has confirmed that she was assaulted.

The accused also threatened them of dire consequences if they revealed the incident to anyone, police said.

The names of those convicted in cases related to crime against women, including rape, molestation and dowry deaths, will be put up on the official website of the Haryana Police Crime Record Bureau (SCRB). The process would be completed by January 10.

 

Haryana police has started a process to put names, addresses and crime details of at least 2,500 convicted rapists in the past about a decade on the website, a senior police official said here today.

 

"The motive of putting the names in public domain is two-fold - one to make the society at large aware of such persons in their neighbourhood and second the action is part of unusual steps to check such crimes," Director, State Crime Record Bureau, Madhuban (Karnal) Laik Ram Dabas told PTI.

 

The move by the SCRB, a wing of the Haryana Police, comes in the wake of increasing number of cases of rape etc in Haryana as also in view of the gang rape of a 23-year-old girl in Delhi who later died in Singapore.

 

He said that by January 10 names of around 6,000 persons convicted by various courts in Haryana for four crimes in past 13 years will be put up on the website of the SCRB.

 

After that the names would also be put up on social networking sites, including Facebook and Twitter by opening links, he added.

 

He said that the 6,000 persons have been convicted in the state since 2000 for offences related to four types of crime against women.

 

Out of these 2,500 were convicted for rape, 1,000 persons, including 100 women, in dowry death cases, 1,000 persons in cases of cruelty against women and 1,500 persons for outraging modesty of women.

 

Dabas said that the names and addresses of the victims in these cases will not be put up in public domain as is provided in the law.

While the lady doctor (45) had been running her own clinic at Dahina village, 23 km from Rewari, for the past about 7 years, Ranbir had his own clinic at Boodhi Bawal village in Alwar district of Rajasthan and both of them were old acquaintances.


In the first week of November, 2012, when Ranbir came to know that the lady doctor, who is a widow, was not feeling well, he came to Dahina by car, administered some sedative to her and then allegedly raped her and went away.


Subsequently when the lady doctor regained consciousness, she filed a complaint on November 6 following which the police registered a case of rape against the accused, who had been on the run since then.

He said 466 forests guards would be recruited as these posts had been lying vacant.

Raghubir Nain, leader of local Binain Khap, said here that Khap panchayats have always taken a firm stand on crime against women and have ostracised those found guilty of the same.

 

"We have socially boycotted the offenders of crime against women whereas under our laws, the criminals get away scot-free due to lack of evidences," Nain said.

 

Recent instances of khaps' intolerance towards inter-caste marriage notwithstanding, he further pointed that it was the Binain Khap that recognised inter-caste marriages for the betterment of women and bridge the social divide.

 

Nain said Khaps would be happy to put their views before the government if they are asked for it.

 

Inspite of liberal attitude elicited by Nain, most of the khaps in Haryana and elsewhere have persecuted and socially boycotted couples and their families involved in inter-caste marriages.

 

There have even been reports of khaps compensating rape victims with money with ulterior motive of helping the accused males.

Launching the scheme of the Union Labour and Employment Ministry, Hooda handed over Rs 500 as scholarship to each of the two beneficiaries who belonged to Hisar.

 

The students were able to withdraw their scholarship amount through Aadhaar enabled Micro-ATMs just by providing their Aadhaar numbers and using their fingerprints.

Hooda also laid the foundation of Unique Identification Authority of India's (UIDAI) data centre at Manesar.

Of late, a phenomenal increase in number of such crimes in Haryana have exposed the chinks in the armour of police forces in the state, besides falsifying the claims of local khaps among others,  that gender-related crimes took place more in cities due to 'pernicious western influences'.

 

The victims, who are cousins and students of class 9th, revealed that they encountered the accused persons while they were returning home from school on January 5. The victims were waylaid by the accused persons and then taken to a secluded place near the banks of Ghaggar river, where both of them were raped by the accused. 

 

The accused, reportedly, then left the girls and fled from the scene. Local police revealed that they  had been identified as Sonu and Harman, residents of Chhota Jhanda village of Mansa in Punjab. 

 

Medical examinations of the two girls have confirmed rape. 

 

Police are on a look out for the two youths, who have been charged of rape and abduction.

 

The incident is yet another incident of gender-related crime from the rural belt of Haryana, where khap panchayats have imposed sexist writs in the past to prevent such crimes. In garb of women safety, khaps have imposed ludicrous diktats in the past which have outraged the the civil society and many liberalists across the nation.

For specialised treatment, she has been shifted to a private hospital in Gurgaon, they said. The girl was raped in Rewari by her Delhi-based relative identified as one Deepak (23) on November 3, 2012. However, soon after the sexual assault when the girl tried to flee, the accused fired a bullet from his pistol, which hit the victim in her chest. The doctors, who provided treatment to the victim, claimed that removal of the bullet from her chest could put her life in danger. 

 

Deputy Commissioner CG Rajini Kaanthan said that as per the instructions he had received from Chief Minister Bhupinder Singh Hooda, the Haryana government will bear the medical expenses for the girl's treatment. 

 

The pistol used in the crime was yet to be recovered, a senior police official said. The accused, who was recently arrested by police, is currently under judicial custody.

The five HJC leaders, Satpal Sangwan (Dadri), Vinod Bhayana (Hansi), Narendra Singh (Narnaul), Zile Ram Sharma (Assandh) and Dharam Singh (Samalkha),  defected to Congress when the party finished five short of the half mark in the 90-member state Assembly to retain power for the second successive term.

 

The Speaker's decision on the petitions filed under the Anti-defection Law comes on the last day of the three-month deadline set by the Supreme Court last year to  dispose of the pleas against the five MLAs.

 

In the order, the Speaker held that the merger of five HJC MLAs into the Congress was correct.

Meanwhile, HJC Chief Kuldeep Bishnoi said that he will challenge the Speaker's order in the court.

 

After the 2009 Assembly elections, the Congress with 40 MLAs was short of five to prove majority in the House. Initially, seven Independent MLAs supported the  Congress to help the party cross the crucial figure of 45 in the 90-member House in its efforts to form the government for the second successive term.

 

On November 8 and 9, 2009 five of the six HJC MLAs, except the party supremo Kuldeep Bishnoi, defected to the Congress raising its strength to 45.

 

The 2009 Assembly polls had ended with 40 seats to Congress, 31 to INLD, six to HJC, four to BJP, one each of the BSP and SAD besides seven Independents.

 

On December 9, 2009, HJC supremo Kuldeep Bishnoi moved disqualification petitions against five HJC MLAs who defected to the Congress.

 

After Kuldeep Bishnoi, three MLAs of the opposition Indian National Lok Dal (INLD) Sher Singh Badshami, Ashok Arora and Ram Pal Majra moved another set of disqualification petitions against the HJC leaders.

New Delhi: Former Haryana Chief Minister Om Prakash Chautala, his son and 53 others were on Wednesday convicted by a Delhi court for illegal recruitment of over 3,000 teachers in the state.

 

OP Chautala, his MLA-son Ajay Chautala and 55 others including IAS officers Sanjiv Kumar and Vidya Dhar are facing trial under various provisions of the IPC and the Prevention of Corruption Act for the offences of cheating, forgery, fabricating documents and abuse of official position.

 

Chautala and others have been taken into custody. The court will pronounce sentence on January 22.

 

On June 6, 2008, the CBI had chargesheeted the Chautalas and others in connection with a scam relating to appointment of 3,206 junior basic teachers in the state during 1999-2000.

 

Sanjiv Kumar, who blew the lid in the JBT recruitment scam, was made an accused along with another civil servant and former Officer on Special Duty (OSD) to Chautala, Vidya Dhar.

 

The CBI had alleged that the father-son duo had used forged documents to appoint 3,206 teachers. The case had been registered by the CBI on November 25, 2003 on an apex court order.
