Muzaffarnagar: Records of purported cell phone conservations "reveal" that the Uttar Pradesh Provincial Armed Constabulary (PAC) was "asked" to go slow during the September 7 and 8 communal violence in and around the western UP district.
Rihai Manch, a UP-based civil society group, has unearthed the mobile conversations recordings apparently of a Jat boy with several other persons who is found extolling about murder of members of the minority community, burning their houses, looting their properties and even claiming that the PAC was "directed" to halt a little and delay reaching the spot during the Muzaffarnagar riots.
According to Rihai Manch spokesperson Rajeev Yadav, they have got hold of mobile phone recordings in memory chip of conversations of someone from twin villages of Kutba-Kutbi, purportedly made on September 8, 2013.
The cell phone was allegedly in possession of a close relative of former Maharashtra ATS chief KP Raghuvanshi, who belongs to Kutba village of Muzaffarnagar district.
Below is the transcripts of seven conversations which allegedly took place during the riots. The conversations are in local dialect of Hindi.

Caller (woman): Hello.
Respondent (man): Hello.
Caller: Tu mujhe ek cheez bata (Tell me one thing).
Respondent: Haan bata (Yes, ask).
Caller (woman): Gaon men un logon ke mare ya nahin (If they, purportedly Muslims, were killed or not)?
Respondent: Maar liye (They have been killed).
Caller: Pakki khabar hai bilkul (Is the news confirmed)?
Respondent: Bilkul pakki hai, Aag de rakhi hai ghar men (Fully confirmed. (We) have put house on fire).
Caller: Pakka (sure)?
Respondent: PAC aa li hai, PAC lag rahi hai (The PAC has reached).
Caller: Pata hai thori late kyun aayi (Do you know why the PAC arrived late)?
Respondent: Haan (Yes).
Caller: Rukwayi thi kahkar ki uncle thori der rukwa do. Mere kahte hi rok di. Yun kah rahe the ki baat aisi hai ki puri team ko pata chal gaya hai ki wahan par danga ho gaya. Sirf mushkil se mushkil 10 minute roko. Phir 10 minute bolkar 10 minute hi roka (I told uncle to halt it for some time. As I asked, it was stopped. He was saying that the news of riots and arson had spread. I urged uncle to delay for at least 10 minutes).
Respondent: Haan ho liye. 5-6 to mar liye (Yes, It was done. Five to six persons have been killed).
Caller: Haan to chokkha aur Kutba (Good job and what about Kutba)?
Respondent: Kutbe men hi 5-6 mare. Aur bhag liye sab (At least, 5-6 persons were killed in Kutba village and the rest fled to other places).
Caller: Haan achcha, kutbe men mare hain sab (Okay, all of them were killed in Kutba).
Respondent: Bhag gaye sab (Rest of them fled).
Caller: Thik hai, thik (Okay).
Caller (male): Hello.
Receiver (female): Hello, aur gaon men kya haal chal hai (Hello, how is the situation in the village)?
Caller: (Jokingly) Gaon men aag lag rahi hai, tum bach lo ji (There is fire in the village, save yourself).
Receiver: Aag lag rahi hai, tabhi to maine phone kara (Yes, I know and therefore, I am calling you).
Caller: (Voice unclear)
Receiver: (Provokingly) Ek cheez main bata dun main to (Let me tell you one thing).
Caller: Haan (Yes).
Receiver: Beizzati na karwa diyo (Do not demean the repute).
Another (perhaps older woman) is heard prompting.
Caller: Haan (Yes)...
Receiver along with the other woman: Beizzati na karwana ji. Puri police force daawa karke gayi hai ki is baar kuch nahin kiya to lanat hai. Aur force kuch nahin karne ko, chahe kitne ko maar do. Force kuch nahin kahegi kisi ko, chahe jitno ko maar do. Sari force kah rahi hai ki baat yeh hai ki Hindu kuch nahin kah rahe hain (Do not demean the repute. The police force have said that it would be shameful if they (Hindus) do not do anything this time. Kill any number, they will not say anything. The entire police force is saying that Hindus are really not doing anything).
Caller: Haan (Yes)...
Receiver: Ab to tum samajh gaye hoge (Now, you must have understood).
The call was made from SIM1_20130908_2138). One of the speakers identifies himself as Ummer and enquires about the situation. The receiver says that they have surrounded the women of the village and are chasing the men.
The call was made on +91 952839**** on 2013-09-08 at 10.57 pm.
In this call, a woman asks about the ground situation in Kutba. The respondent (man) replies in local dialect, "Baj rahi hai", implying they are being thrashed.
When the woman comes to know that the PAC has arrived, she then asks if Hindus too have been harmed. The speaker replies that Hindus have not been affected, but he is trying to gather information about Ghudsauli and Basi.
This audio is saved in the memory chip with the file name D..K_2013-09-08_10.52.401386049590.
The receiver urges to arrange for cartridges for the "tamancha" (country made pistol). Although the voice is not clear in this recording, the caller (the common male voice) says that at this time, it seems difficult since "dhara" (government orders, perhaps alluding 376) is in place.
The reference to Pradhan (village head) to urge for arranging cartridges also comes in this conversation.
Sixth conversation (File name +91971929****_2013-09-08_17.19.021396270438)
The caller identifies himself as Pappu and enquires about the twin villages of Kutba-Kutbi. The respondent says, "Six-seven people were killed. The military rescued the rest and took them along.”
He further adds, “Now, there is not a single Muslim left in the twin villages or in other neighbouring villages. Everyone has fled.”
Seventh conversation (Audio clip's file name RASE..babuu _2013-09-08_20.49.471708753978)
The caller boasts of butchering at least eight Muslims.
He says, “Kaat diye Musalmaan ((We) killed Muslims)”.
Narrating the whole incident to some woman friend, what he consider heroic achievement, he says, “Kutbe waale ne bhaga bhaga ke kaate, Baawli waalon ne baja rakha hai… Badaut mein… (People in Kutba chased and butchered them, people in Baawli also thrashing them badly...in Badaut too).”
The male voice also alleges that Muslims have spread "fatwa" and may attack tonight. He cautions the woman to be careful. When the woman wonders what is happening and suspects it is all just rumour, he against retorts, “What will happen? In Mullaon ka naash hoga bas itna abb jaan le (Be sure these Muslims will be eliminated),” giving the approximate number 10-20-50-100-thousand.
When the woman says that even some Hindu would get killed, he says, “How can Hindus be killed? Police force is coming. When they will see that Hindus are dying, they will shoot at them.”
He even adds, “They don’t have orders to kill (Hindus).”
